Abstract
A recent offer by October Corp., a company founded by late philanthropist Elizabeth Noyce, to donate 6.6 acres in the Bayside area to Portland, seems to come with the stipulation that a new civic center be built on the site. Taxpayers might have to pay part of the bill, and another location would have to be found for the social service agencies that lease space in the Government Center complex. Because of the land's potential market value, residents would be displaced, in a rental market that is already short on low-income housing. A closed Cumberland County Civic Center might also leave a "black hole" in the area around it, where businesses have depended on the revenue it generates.
