Abstract
Portland police have been losing about one officer per month over the past two years. This year the department did not apply for a grant from the state Department of Public Safety funding road blocks and other drunk-driving enforcement, which it got last year, because not enough officers would take the overtime of the 9 P.M. to 2 A.M. shift. Even with a short-staffed department, Portland police have arrested an average of 457 people a year for drunk-driving over the last four or five years.
