Abstract
It has already cost taxpayers about $70,000 to improve the air quality in the the six-year-old Cumberland County Courthouse annex , and it is going to cost them at least another $16,000 to fix leaky walls. Other problems with the building include a confusing layout, ineffective signs, and a low level of security.
