Abstract
Detailed discussion of the restaurant smoking ban approved by the Portland City Council on April 6, but which has been blocked from going into effect by a successful petition drive that puts the ordinance up for referendum vote on November 3. If the ordinance is approved by the voters it will go into effect in early February 1999. Writer Al Diamon notes that the ordinance is more complex than generally believed, and that if a no-smoking ban is successfuly imposed on the city's restaurants, attempts will soon be made to target the city's bars.
