Abstract
The United States Postal Service (USPS) has rejected most of the suggestions that the Portland City Council has made in hopes of lessening the environmental impact of a proposed distribution center the USPS wants to build on Rand Road. Because it is a federal agency, the USPS does not have to cooperate with the city or submit to its planning regulations. On September 21, the city will decide whether to continue negotiations or to consider taking the property by eminent domain.
