Abstract
"Comment" piece on the Portland City Council's capitulation of the to the U. S. Postal Service's plan to build a distribution plant on Rand Road near the Fore River wildlife sanctuary. If built, the plan threatens the sanctuary with 24-hour lighting and with polluted rain water-runoff. Neighbors will contend with increased traffic and noise. Councilor Jack Dawson, who initially wanted to prohibit development of the parcel, changed his position during the three-hour debate on September 21.
