Abstract
Clean Water Action, a nonprofit research group based in Washington, D.C., reported that 303,883 pounds of ammonia, 179,000 pounds of methanol, 124,000 pounds of glycol ethers, 32,251 pounds of chloroform and 33,343 pounds of chlorine were legally dumped in Maine's rivers in 1991, mostly by paper mills. Clean Water Action is supporting proposed federal legislation that would tax industry for every pound of toxic chemicals they release into the country's rivers, lakes and coastal waters.
