Abstract
"City" piece on the growing caseload of the Maine Human Rights Commission. Patricia Ryan, the commission's executive director, has 860 cases pending and only three full-time and one part-time investigator to pursue them. Ryan is asking the state to increase her budget by $157,000 so she can hire more staff people. With secondary focus on English as a Second Language (ESL) programs in Portland Schools.
