Abstract
"City" piece on Portland's new needle exchange program, which was approved by the state this summer and is being funded with $20,000 in grants from the Drug Policy Foundation and the Maine Commuity AIDS Partnership. Begun earlier this month, it is currently run four days a week from the homeless health clinic at 15 Portland Street, but only two or three addicts have signed up so far. Nate Nickerson, manager of the city's adult health services division, said it will take time to develop trust with those who need the service.
