Abstract
"City" piece on the Portland City Council's agreement to accept $1 million from the U.S. Postal Service for Back Cove and Brighton Avenue upgrades, which the author claims is a quid pro quo for giving up the city's right to protest Exit 7B, a proposed turnpike interchange, near Rand Road. Mayor Tom Kane, who was the only dissenter, wonders if a possible conflict of interest existed for turnpike authority chairman Julian Coles, who owns Allen & Coles Moving Systems, a trucking company with a warehouse near the proposed new toll plaza.
