Abstract
"City" piece on Portland's recently renovated middle and high schools. Portland education officials want the city to borrow $620,000 this year to fund major repairs, and next year they plan to ask for another $390,000. City Manager Bob Ganley said the improvements, which include masonry work, new roofs and replacement boilers, should have been included in renovations that were made during the late 1980s and early 1990s. The city charter mandates that bonds of more than $1.6 million be decided by referendum and though the school department's request is less than that, the latest round of repairs is merely an extension of earlier work and would be an illegal end run around voters.
