Joseph L. Soley, 63, of Portland, owns real estate in Portland valued at $8.1 million, including the Seamen's Club and Leo's Billiards. Soley, who runs his real estate holdings under the corporate name Monopoly Inc., has been in numerous wrangles with City Hall, most recently over liquor violations at Leo's. City building inspectors have a 6-inch thick file of active Soley cases, many of them going back six months, and say that Soley is notorious for flaunting the law.
