Abstract
"City" piece on the 91 group homes, shelters and halfway houses in Portland. The city has 55 group homes for developmentally challenged and disabled people, 21 shelters for homeless people and victims of domestic abuse, and 15 halfway houses for people dealing with substance abuse or a criminal past. But the number of group homes in the more affluent suburbs dwindles. Scarborough has three. Falmouth has two. And Cape Elizabeth has none. With comments by officials in each of these three suburban towns.
