Abstract
"City" piece on the Portland-based Independent Transportation Network (ITN), a nonprofit organization that gives low-cost rides to elderly people. But ITN, which has received more than $1.4 million in federal money, spends an average of $17 for most rides to transport a passenger an average of 3 and 1/2 miles. Local taxi companies are complaining because that's more than twice what they would charge for the same trip.
