Abstract
"City" piece on the state of neighborhood groups in Portland, which Bruce Clary, a Muskie School of Public Service professor, characterized as "anemic." Clary said he believes he has found a model for improving them: a city-financed organization in Portland, Oregon, called the Office of Neighborhood Involvement, which has 35 full-time staff members and a budget of $4 million.
