Abstract

"City" piece on a proposal by Portland city councilor George Campbell that could reduce noxious emanations from the Portland Water District's East End Waste Water Treatment Facility by 70 percent. The plan would cost $4.4 million initially, and $250,000 a year for operations and maintenance.
