Abstract
"City" piece on Portland's Waterfront Task Force, which claims the main problems facing the waterfront today are too much development pressure from non-marine interests; too little parking; and contaminated mud below the piers. Any work businesses do to maintain or dredge around piers also means the risk of digging up mud contaminated with heavy metals. The cost to dispose of that material is prohibitive for most waterfront businesses.
