Abstract

"City" piece on an ongoing debate among Portland city councilors concerning the Heavy Item Pickup (HIP) program that allowed residents to pile large items being trashed in front of their homes for pickup by city trucks. HIP was replaced with a system that requires citizens to call the Portland Department of Public Works and make an appointment to have an item picked up. But the new system isn't working, either.
