Abstract

"So Noted" piece critical of Moses Sebunya who has been an articulate critic of the city of Portland for its failure to hire minorities. But since he became a paid consultant for the city, hired to recruit minorities for the police and fire departments, the city has hired only one additional member of a minority group for the police department, while the fire department remains all white.
