Abstract
"City" piece on a party that was held on July 27 aboard the Libertad, an Argentine naval vessel in Portland for OpSail 2000. According to Meghan Frend, 17, of Augusta, girls as young as 15 were offered both alcohol and cocaine on the ship. Others said they placed calls to local police when the party got rough, but got no response. Public safety officials did persuade the Libertad to close down another party on July 28, after reports of minors being in attendance. But Jeff Monroe, Portland's waterfront director and an OpSail organizer, said local authorities are limited in their ability to police activities aboard foreign ships and local teens should have known better than to accept invitations to board the vessel.
