Abstract

"City" piece on a fence erected on property owned by Drs. Sara and Sam Cope at 265 Western Promenade in Portland, which is in a historic district, but was not put up in accordance with a plan approved by the Historic Preservation Committee (HPC), though the deviation was, apparently, approved by a HPC staff member. Abuttors objecting to the fence are now being told by the city's lawyer that they have no avenue of appeal since approval was not granted by either the committee or the planning board.
