Abstract
"City" piece on Elwin "Al" Martin of Portland, a former locksmith and massage parlor owner, who took out Portland School Committee nomination papers on Aug. 4, but now says it was all a mistake. Martin says he meant to get "rules and regulations" for running for public office to prepare for his 2002 campaign for governor. In 1994, Martin ran unsuccessfully for Cumberland County sheriff and, three weeks before election day, was arrested and pleaded guilty to charges of promoting prostitution. With the names of other school committee candidates remaining in the race to fill an at-large seat recently vacated by Erik Richard.
