Abstract

"City" piece on Portland city councilors Karen Geraghty and Jay Hibbard, who both claim their group is in charge of a major waterfront project. Geraghty said her new 30-member Waterfront Development and Master Plan Committee has the authority to make design and constructions decisions about development of a new ferry terminal at the Maine State Pier, while Hibbard, who is in charge of a smaller Facility Building Committee, sees it differently.
