Abstract

"City" piece on the amount of state revenue that Portland receives, which is declining while the city's expenses are increasing. City Councilor Tom Kane says the state's school funding formula is biased against central cities because it relies more heavily on property values than average income. Kane is hoping Portland's newly elected lawmakers will shift their focus toward this and other urban matters, but with the loss of representatives Steve Rowe, Eliza Townsend and Michael Brennan, Portland's lawmakers won't be as powerful as they were.
