Abstract
"City" piece on an anticipated Cumberland County budget surplus of over $4 million for the third year in a row. But rather than dedicate most of the surplus to reducing taxes, the county commissioners plan to hold onto as much as $1.4 million in undesignated funds, even as the budget they approved on Dec. 11 calls for an 11.8 percent increase in taxes. Peter Crichton, the county manager, said the surplus is needed as part of the "strategic planning process" to fund future projects, such as expansions at the Cumberland County Jail.
