Abstract

"City" piece on Richard Dill, 43, a deaf transient, who was arrested on Dec. 18 for disorderly conduct. Portland police have been accused of using excessive force during the incident and though the department refused requests for copies of the arrest reports and the names of the arresting officers, a police attorney said the incident is under internal investigation.
