Abstract
"City" piece on a legislative bill sponsored by Rep. Tom Bull, D-Freeport, that would allow Maine farmers to grow hemp, which is illegal under federal law. Some states have already approved bills similar to Bull's, but none have acted on them because of federal opposition. Hemp and marijuana are two varieties of the same plant, Cannabis sativa, but hemp contains almost no tetrahydrocannabinol, or THC, the chemical that makes people high.
