Abstract
Portland city manager Robert Ganley believes that in order to survive, the city's downtown area must reinvent itself as an entertainment center. To this end he's working with Roger Gilmore, Nance Parker and Phyllis O'Neill, each of whom represents a different segment of the city's community.
