Abstract
"City" piece on Portland Artists Dwelling and Studios (PADS), a group hoping to create cheap housing and working space for the city's artists. The city currently has a housing vacancy rate under 2 percent and artists are being squeezed out. But Peter Bass, owner of Random Orbit, a development company, wants to build an eight-unit building for artists in Portland. And Bill Umbel, of Umbel Associates, hopes to convert a building into six to eight units for artists.
