Abstract

"City" piece on Portland city councilor Jim Cloutier and his proposal to establish an "early warning system" that allows local drinking establishments to address complaints and violations before the issues are brought before the city council. Cloutier has yet to work out the details of his proposed system, but said something needs to be done. With special focus on Gilligan's Tiki Bar in Portland's Old Port that has recently been the subject of numerous complaints.
