Abstract
"Cover Story" piece on cuts in state school funding, how they will affect the city of Portland and its taxpayers, and the need for school funding reform. Since 1998, Portland has been somewhat protected in the Legislature because the city has produced the last two speakers of the Maine House: Steve Rowe (1998-2000) and Michael Saxl (2000-present). But Saxl is term-limited out next year and observers do not expect his successor to be a Portland resident. If Republicans take control of the Senate after the '02 elections, Portland Democrats can expect to lose control of committee chairmanships and leadership posts as well. With several possible scenarios based on future elections and how they would affect the state in general, and Portland in particular.
