Abstract

The city of Portland on January 1 enacted a new parking policy, which included more patrols, higher fines and more parking control officers. Portland now imposes higher fines, tickets more motorists and is quicker to boot a car than 10 comparably sized New England cities. The city's Park and Work program, designed to get employees' vehicles off the street in order to free up parking spaces for shoppers, has been a failure, but a relaxation of the income requirements may result in more downtown workers signing up.
