Abstract
"Cover Story" piece on "catcalling" in Portland, the male practice of whistling and making lewd remarks to women on the street, which has a very negative and often traumatic effect on women. As far as the police are concerned, catcalling is behavior protected by the constitutional right of free speech and a woman's legal recourse appears to be limited to cases in which the verbal harassment occurs on several occasions or includes threats. With anecdotal references to catcalling and its frequency in downtown Portland.
