Abstract
"City" piece on the Portland Police Department's daily arrest and activity reports, also collectively known as the "police blotter," which are not readily available to the public. The reports are available only to reporters, who must obtain the information through Detective Lt. Joseph Loughlin. But no hard copies are produced and the department relies on Loughlin's judgement to determine what incidents can be shared with the media. Gordon Scott, an Augusta attorney and a volunteer for the Maine Freedom of Information Coalition, said police departments are required to make either electronic or hard copies of their daily arrest and activity reports directly available to the public.
