Abstract

An 8-foot-high wall that surrounds the Portland Water District's East End Treatment Facility on Portland's Munjoy Hill is now a free-for-all graffiti canvas. Local graffiti artist Eli Cayer worked for more than a year to obtain approval for the project from local police and water district officials.
