Abstract
"City" piece on the Portland Public Market's director, Ted Spitzer, who also runs Farm to Market Inc. (FTM), a nonprofit agency that provides employees to Maine's Pantry, a for-profit business in the Public Market owned by Spitzer's wife, Elena Morrow-Spitzer. According to Spitzer, Maine's Pantry leases the workers from FTM, reimbursing the nonprofit for the workers' pay. The major advantage of hiring FTM employees, he said, is the ability to offer those workers FTM's health benefits and an IRA retirement account.
