Abstract

"City" piece on Portland sidewalk vendor Perry B. Mogul, owner of Perry's Hot Dogs, who has been surreptitiously taking photos of women as they pass his cart in Portland's Old Port section. Though several women have complained, taking clandestine photos of people in public isn't illegal, according to the Cumberland County District Attorney's Office.
