Abstract
"Newsreal" piece reporting that the Portland City Council on August 16 voted to create a Tax Increment Financing district to help Unum Corp. construct a new office complex on outer Congress Street. Under the terms of the deal, Unum will get back 75 percent of the new taxes generated over the first 15 years, or $10.3 million. After 15 years, the city will get 100 percent of the tax revenues, estimated at $1.2 million annually. Details.
