Abstract
"City" piece on public access to a beach on Peaks Island. Last fall, Charles Hitt, a summer resident, put up a fence to prevent people from crossing his property on their way to the beach. Some argued that Hitt was blocking a right-of-way, but Tom Fortier, a city administrator, said the right-of-way is not located on Hitt's property and he had a right to erect the fence. Fortier thinks the right-of-way is near Hitt's property, but not on it. Once the city gets clearance from the state Department of Environmental Protection, city workers will clear brush that is blocking the right-of-way and build a pathway to the water.
