Abstract
"City" piece on Portland's Police Citizen Review Subcommittee (PCRS). According to the city ordinance that created it, the panel has no subpoena power, no right to call witnesses, or to modify disciplinary action or lack of action against a policeman, nor are they allowed to see officers' personnel files, unless they can prove the records are part of an internal affairs investigation report or are considered a public document under the state Freedom of Access Law, which specifically excludes personnel records. Its major duty appears to be producing an annual report on its findings for City Manager Joseph Gray. The PCRS held its first meeting on April 30.
