Abstract

"City" piece on the Rental Assistance Coupon Plus program, which started in June and is aimed at helping homeless people find permanent housing. The project is funded with a $1.3 million federal grant from the Department of Housing and Urban Development and has established two-year pilot programs in Bangor and Portland. To qualify, an applicant must have been homeless for at least seven days and have an annual household income at or below 60 percent of the area median income.
