Abstract
"City" piece on the Oxford Street Homeless Shelter in Portland, which has 154 beds. Over the Labor Day weekend, five people ended up sleeping on the shelter's porch. The overflow prompted officials to dust off their Emergency Shelter Overflow plan, which calls for using two rooms in the Salvation Army facility with Portland's Health and Human Services providing an attendant, cots and other supplies. Bob Duranleau, social services administrator for the city, said 1,600 people sought shelter over the past fiscal year, which ended in June, a 22 percent increase over the previous year.
