Abstract

"City" piece on the city of Portland's franchise agreement with Time Warner Cable, which expires in May 2003. In preparation, the Community Television Network (CTN) (Channels 2 and 4) is assessing its needs and mapping out a future plan. Currently, Portland collects $850,000 from Time Warner. That money goes into the general fund and some of it is disbursed to CTN, which has an annual budget of $230,000. Time Warner gives CTN $55,000 directly and the city provides another $30,000. The rest comes from grants, membership fees and selling production services and airtime. In the next contract, CTN wants a bigger piece of the pie.
