Abstract
Some municipalities in Greater Portland have local zoning ordinances that discourage add-on apartments. Easing those ordinances could help create more affordable housing in the region. It could also help reduce health care costs, by allowing elderly people to live in apartments linked to their children's homes, thereby decreasing their dependency on social services and nursing homes. The Cape Elizabeth Planning Board recently recommended changes that would make it easier for homeowners to build accessory apartments.
