Abstract
The Portland City Council, in the wake of an unsuccessful attempt by Pharos House to open a second facility on Washington Avenue, on October 18 voted 7-2 to amend city zoning laws to prohibit more prerelease centers. Opponents of more prerelease centers in Portland believe the city has its share of such facilities, while others believe those voicing concern should be more alarmed by the unsupervised release of inmates into the community.
