Abstract
The city of Portland paid Portland attorney Seth Berner $1,000 to avoid a court battle over the city's use of the parking boot. Berner's vehicle was booted on Congress Street in 1993, prompting him to sue the city over the constitutionality of using the boot. City ordinances say a car can be booted if its owner has three outstanding tickets.
