Abstract

Jim MacNaughton, the former proprietor of The Garage, has been talking with Portland officials about helping to run a chem-free club where kids can dance or listen to music. Teens at Risk, a group of city officials and youth-service providers, where concerned when The Garage was closed. Dick Paulson, a member of the Portland City Council, thinks the city could play a minor role in establishing a place where kids can hang out.
