Abstract
Portland will pay $78 in general assistance funds for rent for anyone in dire straits, and in exchange for a rent voucher the person is required to complete 20 hours of work for the city. The single room occupancy quarters that people can receive through general assistance are for the most part nothing more than flophouses. Bruce Courtois, a social services housing inspector for Portland, believes a more stringent inspection program is needed.
