Abstract
Franklin Towers, the Portland Housing Authority high-rise on Cumberland Street, was constructed in the 1960s as housing for low-income elderly people. Changes in federal law required setting aside some of the units for the mentally and physically handicapped, and the new residents are causing resentment among some of the elderly. A number of the residents regard the situation as serious, but the PHA and the Franklin Towers Tenants Council appear less concerned. Details.
