Abstract

"The Talk of Maine" piece about the wave of drug addiction in Maine. In fiscal year 1999, only 23 percent of the 430 to 450 drug cases handled by the state's prosecutors involved heroin or other opiates. In fiscal year 2002, the share had risen to 42 percent.
